Keisuke Sakamoto is currently the Director for PPP/PFI Promotion Office, Cabinet Office of Japan, where he is in charge of the promotion of Public Private Partnership / Private Finance Initiative, the management of laws, related regulations and guidelines, the support for local governments in terms of the PPP/PFI projects etc. He joined Ministry of Transport (later merged into Ministry of Land, Infrastructure, Transport and Tourism) 25 years ago. He has been working in Cabinet Office for 18 months.

Miho Niunoya, Partner, is a Japanese attorney (Bengoshi) with extensive experience in construction, PFI/PPP and project finance, ranging from commercial and residential developments to schools, MICE, hospitals, and airports, as well as energy, water, and waste processing plants. Recently, she has been handling many renewable energy projects under the Feed-in Tariff Act.]

Michiaki Hosoi
Senior Partner, Atsumi & Sakai
Michiaki Hosoi, Partner, is a Japanese attorney (Bengoshi) with extensive experience in project finance including project finance for renewable energy projects. He also handles many M&A transactions of renewable energy plants.


Yuichiro Yamaguchi
Head of Renewable Energy Finance Team, Corporate Finance Department, Division 5, and Head of Trade Finance Team, Corporate Finance Department, Division 5, Development Bank of Japan, Inc.

Yuichiro Yamaguchi serves as the head of two finance teams of Development Bank of Japan Inc.’s Corporate Finance Department, Division 5, Renewable Energy Finance Team and Trade Finance Team, which are responsible for financing renewable energy sector projects worldwide as well as conducting oil, gas and other natural resources related global trade finance. He has a long and influential career as a development banker, including in cross-border corporate and energy finance. Prior to his current position, he worked as a senior vice president of the Structured Finance Department, where he was responsible for project finance deals in the energy sector. He also has the experience of having been seconded to the Ministry of Economy Trade and Industry’s Agency for Natural Resources and Energy as a deputy director, where he was responsible for matters related to the International Energy Agency. He holds a BA (Economics) degree from the University of Tokyo and an MA (International Affairs) degree from the Fletcher School, Tufts University.

Takuro Sasao

Takuro leads Japanese business of GE Energy Financial Services (EFS) since 2015.  He played key roles in building up a Japanese solar investment portfolio and creating the infrastructure fund in 2017.   Before he joined EFS, he supported a start-up of EFS’s Japanese energy investment business as a member of GE Capital Japan where he was also responsible for syndication and structuring of lease and loan transactions.   Takuro joined GE in 2005 and worked in a Japanese bank prior to joining GE.

Senior Director, Analytical Manager Corporate Ratings, S&P Global Ratings Japan Inc
Hiroki Shibata is a Senior Director of Corporate Ratings at S&P Global Ratings Japan Inc. Hiroki leads and supervises overall analytical activity on corporate ratings in Japan. Hiroki led a team evaluating creditworthiness of companies in broad sectors including capital goods, general trading and investment (‘Sogo-Shosha’), utilities and infrastructure, autos, oil and gas, and consumer nondurables until 2017. He is also S&P Global Ratings’ Asia Pacific-based regional coordinator for global capital goods industries.
